Position Overview Under the direct supervision of the Senior Coordinator / Coordinator – Finance & ESG Transformation, the Assistant Accounts Officer will assist in day-to-day financial accounting, voucher verification, petty cash management, field-level disbursement, and record preservation for the LLDRR Project. The incumbent will ensure that all project financial transactions comply with CBDP policies, donor guidelines, and local statutory regulations.
Key Responsibilities
- Financial Documentation & Voucher Management (35%) Receive, verify, and scrutinize bills, invoices, and vouchers submitted by project staff, vendors, and community participants to ensure accuracy and compliance. Ensure all supporting documents (procurement slips, attendance sheets, receipts, approval memos) are attached before processing payments. Maintain organized physical and digital archives of all project financial records, vouchers, and ledger files for easy audit retrieval.
- Transaction Processing & Bookkeeping (25%) Input daily financial transactions and vouchers into accounting software (Tally Prime) under the guidance of the Supervisor. Issue official money receipts and prepare bank/cash payment vouchers following organizational approval workflows. Assist in preparing monthly bank reconciliation statements and cash count reports.
- Petty Cash & Cash Flow Operations (15%) Manage the LLDRR project petty cash fund, ensuring safe custody and adequate liquidity for minor operational expenses. Prepare petty cash summaries, verify small-value bills, and initiate timely replenishment requests. Disburse field activity advances and payments (e.g., training allowances, travel claims) in accordance with approved budgets.
- Advance Management & Settlement (10%) Maintain the project advance register and track outstanding advances issued to field staff and facilitators. Follow up regularly with staff to ensure timely adjustment and settlement of advances post-activity.
- Compliance, Audit & Reporting Support (10%) Ensure strict adherence to GOB regulations regarding Tax and VAT deduction at source during bill processing. Assist the Senior Coordinator in assembling financial documents and schedules during internal, external, and donor audits. Provide preliminary expenditure data to assist in the preparation of monthly financial reports for the LLDRR project.
- General Administrative Support (5%) Coordinate with the logistics and procurement teams to cross-check store entries, receiving receipts, and inventory logs against financial claims. Perform any other finance-related tasks assigned by the Senior Coordinator or Organizational Management. Educational Qualifications & Experience Education: Bachelor’s degree (B.Com / BBA) in Accounting, Finance, or a related field. Diploma in Accounts/Finance with relevant experience may also be considered.
Experience: Minimum 1–2 years of professional experience in accounting, bookkeeping, or financial record-keeping (preferably within the non-profit/NGO sector).
Age Limit: Maximum 35 years (relaxable for highly deserving candidates).
Key Skills & Competencies:
- Practical knowledge of basic accounting principles, voucher scrutiny, and petty cash handling.
- Hands-on familiarity with Tally Prime (or similar accounting software) and MS Excel.
- Working knowledge of GOB Tax and VAT regulations applicable to non-profit procurement.
- High attention to detail, accuracy, and strong ethical standards.
- Good communication skills in Bengali (written and spoken); basic working knowledge of English.
- Ability to work effectively in a team environment and meet tight project deadlines.
Compensation & Benefits
Salary package and admissible benefits (including festival allowances and insurance coverage) will be provided partially in accordance with the LLDRR project budget provision and CBDP’s organizational HR policy.
