For 45 years, the Community Based Development Project (CBDP) has operated as a people-centered coastal organization dedicated to advocating for social justice, youth empowerment, and sustainable livelihoods. Utilizing a rights-based and technology-friendly approach, CBDP works directly with vulnerable communities to foster climate resilience, socio-economic transformation, and equitable development across coastal regions of Bangladesh.

Position Overview

To strengthen our financial and strategic operations, CBDP is seeking a qualified, high-performing female professional for the position of Senior Coordinator / Coordinator – Finance & ESG Transformation.

This role sits at the intersection of robust financial management and long-term organizational sustainability. The incumbent will provide strategic guidance to executive leadership, driving enterprise-wide financial discipline, cost optimization, and ESG (Environmental, Social, and Governance), Disaster Risk Reduction (DRR), and Nature-Based Solutions (NBS) integration. Concurrently, she will manage core financial workflows, budget control, administrative management, and donor compliance.

Key Responsibilities

1. Financial Management (30%)

  • Review and process bills, vouchers, and advance requests from staff and vendors in strict compliance with CBDP policy.

  • Maintain the advance ledger and ensure timely adjustment of all outstanding advances.

  • Oversee petty cash management, maintaining adequate liquidity for daily expenditures and securing funds under lock and key.

  • Prepare project procurement plans based on the Detailed Implementation Plan (DIP) in consultation with senior management.

  • Manage day-to-day bookkeeping, recording all financial transactions accurately in Tally Prime.

  • Ensure operational security, vendor coordination, and office maintenance in line with organizational policies and donor guidelines.

2. Accounting & Reporting (25%)

  • Verify the mathematical accuracy and documentation of all financial vouchers before payment.

  • Prepare accurate monthly financial, inventory, and stock reports for management and donors.

  • Maintain up-to-date asset registers, inventory logs, and ledger books.

  • Conduct monthly reconciliations between program activities and financial reports.

  • Provide critical data inputs for annual budget preparation, forecasting, and mid-term budget revisions.

3. Budget Monitoring & Control (20%)

  • Track ongoing program expenditures against approved budgets to prevent overruns or misallocations.

  • Ensure all procurement and operational expenses align with donor agreements and project objectives.

  • Provide variance analysis and actionable feedback to program leads regarding budget utilization.

4. Administrative & Operations Management (15%)

  • Manage vendor and lease agreements (including office premises) in compliance with organizational and donor standards.

  • Establish and maintain an approved vendor roster in coordination with the Procurement Committee.

  • Process procurement requests and oversee transparent purchasing procedures.

  • Supervise daily office administration, asset security, and facility operations.

5. Risk Management (5%)

  • Safeguard organizational assets, financial records, and physical petty cash funds.

  • Mitigate financial risks through routine reconciliation and strict advance monitoring.

  • Identify and address potential vulnerabilities in procurement, asset management, and office security.

6. Compliance & Auditing (5%)

  • Ensure all financial and operational workflows strictly comply with donor regulations, CBDP policies, and national laws (e.g., VAT, Tax, and Labor Law).

  • Facilitate internal and external audits by preparing audit schedules, files, and supporting documentation.

  • Ensure complete transparency and accountability across all project disbursements.

Educational Qualifications & Experience

  • Education: Master’s degree (M.Com / MBA / MBS) in Accounting or Finance. (Educational requirements may be relaxed for exceptionally experienced candidates.)

  • Age Limit: Maximum 45 years (relaxable for highly qualified candidates).

Key Skills & Competencies:

  • Proven track record in non-profit financial management, donor fund accounting, and compliance.

  • In-depth understanding of BAS, GAAP, and Government of Bangladesh (GOB) tax and VAT regulations.

  • Demonstrated expertise in project budgeting, financial analysis, and program-versus-financial report reconciliation.

  • Strong proficiency in Tally Prime, MS Office Suite (Word, Excel, PowerPoint), and customized accounting software.

  • Sound knowledge of procurement standards, internal controls, and administrative management.

  • Excellent written and verbal communication skills in English and Bengali.
